No Objection Certificate (NOC) for Marriage Between a Pakistani and an Indonesian National

If a Pakistani citizen intends to marry an Indonesian national, they are required to obtain a No Objection Certificate (NOC) from the Embassy of Pakistan in Indonesia. This document is essential for legalizing the marriage and ensuring compliance with the laws of both countries. Below are the complete requirements and step-by-step details for obtaining the NOC.

 

Documents Required for NOC

1. Documents Required from the Groom (Pakistani Citizen)

Original Willingness Letter (Personal Statement) – A signed statement declaring the groom’s intent to marry the Indonesian national.

Affidavit from Father (or Guardian) Confirming Unmarried Status

This affidavit must confirm that the groom is unmarried and has permission to marry an Indonesian national.

It must be attested by the Ministry of Foreign Affairs (MOFA), Pakistan or its Camp Offices in Provincial Capitals.

If the groom’s father has passed away, the following are required:

An affidavit from the mother confirming the unmarried status and permission to marry, along with the father’s death certificate (attested by MOFA).

If both parents are deceased, an affidavit from the elder sibling (if any) and the death certificates of both parents (attested by MOFA) are required.

CNIC of Parents or Family Registration Certificate – To verify family details.

Original and Photocopy of CNIC/NICOP – A valid Pakistani National Identity Card for Overseas Pakistanis (NICOP).

Valid Pakistani Passport and Indonesian Visa/Stay Permit – Proof of legal stay in Indonesia.

Police Character Certificate – Must be attested by MOFA.

Unmarried Certificate (If First Marriage) – A certificate from the Union Council in Pakistan, confirming that the groom is unmarried, attested by MOFA.

If Second Marriage:

Permission letter/Affidavit from the first wife, along with the Marriage Certificate attested by MOFA.

Or in case of divorce, the original and copy of Divorce Certificate (attested by MOFA).

Or in case of widowhood, the original and copy of Death Certificate of the late wife (attested by MOFA).

2. Documents Required from the Bride (Indonesian Citizen)

Original Willingness Letter (Statement Letter)

This must be notarized by a Notary Public in Indonesia.

Must be Apostilled by the Ministry of Law and Human Rights of Indonesia (Kemenkumham).

This letter states that the bride is marrying willingly and will not approach the Embassy in case of any dispute.

Original Permission Letter from Parents

Parents must provide a letter stating that they allow their daughter to marry the Pakistani citizen.

This letter must be notarized by a Notary Public in Indonesia and Apostilled by Kemenkumham.

If the bride’s parents are deceased, the following are required:

The death certificates of the parents (Apostilled by Kemenkumham).

An affidavit from the elder sibling allowing the marriage (Apostilled by Kemenkumham).

Family Registration Card (Kartu Keluarga) & NIK of Parents – To verify family details.

Bride’s Identity Card (KTP) – A copy of the Indonesian National Identity Card.

Surat Keterangan Untuk Nikah (NOC for Nikah)

Issued by RT/RW, Kelurahan, and KUA (Regional Nikah Office in Indonesia).

If Second Marriage:

Original and copy of Divorce Certificate (Apostilled by Kemenkumham).

Or Death Certificate of previous husband (Apostilled by Kemenkumham).

3. Presence Requirement

Both the bride and groom must be physically present when applying for the NOC.

The Embassy reserves the right to interview the bride’s parents if necessary.

 

Validity of Documents

Maximum validity of affidavits, permission letters, and unmarried certificates is 4 months from the date of issue.

Documents issued more than 4 months before application will not be accepted.

 

Important Notes

Process All Documents Independently – The Embassy does not endorse any third-party agents. Do not rely on external agents for processing documents, as they may be fraudulent.

Get Documents Attested/Apostilled as Required – Ensure all Pakistani documents are attested by MOFA, and all Indonesian documents are Apostilled by Kemenkumham.
